You also didn't answer if you tried to clear the Steam download cache and then restarted Steam.
Right-click on the eurotrucks2.exe and choose "run as administrator". When you open the game you will get a pop-up dialogue box asking to run as administrator every time you play.
Permissions are your responsibility, your PC must have incorrect or missing permissions for Steam to report that as an error.
The ETS2 folders in the Steam library and C:\ users documents need to have access enabled for all users, right-click on the folders and click on "properties" and look at the "security" tab. All users must have all permissions enabled, you need to be use an admin account to change these.
The game is not at fault here, it is your system that needs to be fixed, check that Steam is properly installed and verify your game files: You can do this by doing a right-click on the game in your Steam Library and going to "Properties". There you go to "Local files" and there should be the option to verify your files. This will fix any missing or corrupt game files.
