I played ets and after the update I don't want to install the game I wrote to steam help and did what they said no permissions to files help someone

What is the exact issue?
Are you getting any error message?
How much free space do you have on your storage drive?
Have you tried to clear the Steam Download cache and restarting Steam?

No, you did not answer them. I specifically asked for how much free storage space you have and you answered with "I have". A correct answer would be a value followed by a unit (e.g. 15GB).
You also didn't answer if you tried to clear the Steam download cache and then restarted Steam.

Set the game's executable file in "C:\SteamLibrary\steamapps\common\Euro Truck Simulator 2\bin\win_x64\eurotrucks2.exe to run as administrator.
Right-click on the eurotrucks2.exe and choose "run as administrator". When you open the game you will get a pop-up dialogue box asking to run as administrator every time you play.
Permissions are your responsibility, your PC must have incorrect or missing permissions for Steam to report that as an error.
The ETS2 folders in the Steam library and C:\ users documents need to have access enabled for all users, right-click on the folders and click on "properties" and look at the "security" tab. All users must have all permissions enabled, you need to be use an admin account to change these.
The game is not at fault here, it is your system that needs to be fixed, check that Steam is properly installed and verify your game files: You can do this by doing a right-click on the game in your Steam Library and going to "Properties". There you go to "Local files" and there should be the option to verify your files. This will fix any missing or corrupt game files.
