OVH = Hosting company that offers a wide range of web hosting, VPS, dedicated servers, and colocation offerings. They are based in France I believe, with locations in several other countries. Currently, mine is up in Canada for what I have.
Of the many offerings I've seen from my research, OVH still has some of the better prices for the specifications you may want in a VPS. Now, this was some months ago, so prices may have changed, but there are plenty out there.
Oh yeah, I should point out that very likely, you'll need to have some basic Linux CLI knowledge, or be willing to learn it. There are plenty of guides online on how to navigate them, and I'm sure OVH provides some if one looks around.
