Report a translation problem
- check it again carefully for each individual pedal, and notice in particular whether one or more of the pedals might be configured for an incorrect function, for example so that the clutch acts as an accelerator, or whether one or more of the pedals might need to be changed from normal to inverse etc...
Therefore, you must define each individual pedal, starting with the accelerator, then the brake, and finally the clutch.

I'd check that you've explicitly added each of your input devices in the Controller Subtype dropdown boxes at the top of the Controls page as well.
Edit: My wheel, pedals and shifter are all separate input devices and I don't have any issues. The game would get confused if an input was just mapped to "X Axis" but the controller subtype menu separates each controller so "Joy 2 X Axis" and "Joy 3 X Axis" don't conflict.
By the way, the clutch is forking fine, it is only throttle and brake, which makes the game unplayable.
Is your computer using OneDrive for the default Windows "documents" folder, even if you did not ask it to?
Windows will try to use OneDrive as the default documents location and ATS/ETS2 will not run correctly if it does so. All the game settings are stored in the ETS2 folder in your "documents" folder, if it is on OneDrive, it is stored online and there can be too much delay fetching the data, causing game errors.
Never allow Windows to use OneDrive for the default documents folder location.

The "home" directory for the game should be the documents folder on your C: drive.
I don't use OneDrive, so that's no issue.
