If you use one drive just as a backup to the cloud (no idea if that works) you won't have any problems.
Problems with cloud sync, regardless which you use, can happen when for some reason the service thinks that the "online" data is newer and retrieves that...... or stuff gets synced & modified during playing which could cause problems.
Yes they occur and when they do they can be devastating. The frequency is however very rare. I've only actually seen maybe 1-2 instances for these games in my multiple years on here.
However for games like this that create auto-saves, any issue with steam cloud is only likely to break 1 save and not all of them.
OneDrive issues are not as rare, but they don't lose your save. Instead after working cleanly for some period of time (months/years), it will simply cause the game to start crashing.
The fix if this happens is to move the files off OneDrive.
I use the -homedir launch parameter and moved the data directory to a differnet place.
Maybe that's why.
So at the end I have no idea if there is something in the Steam Cloud or not.

I do local backups from time to time, but save-games or game profiles from ATS/ETS2 are not included so far.
If they are gone, they are gone. Nothing that really matters to me. It's just a game.
OneDrive: no thanks.
Not because of potential issues.
I just don't like the idea to transfer my data to some server in the US controlled by MS.
If I want to transfer them to another PC or want them to be saved somewhere else, there are other options.
Serving our digital souls to a big US company is already too late for our household. But MS being MS may cause me to think otherwise regarding OneDrive. Since I only use my PC for gaming it’s not that big a deal if ETS2 goes down the drain. Like you said - it’s a game.
But I’m still ordering an external drive for backup and I might unsubscribe from OneDrive as well. But I’m keeping Steam Cloud sync. Mostly because even if there has been some sync errors the service has always corrected itself without loss of game saves etc.
Since I’m only using my PC for gaming and have drivers, support software etc covered I really just need to save game related data. I don’t mind setting everything up from scratch if I experience a hardware failure etc.

Windows is set up in a specific way to accommodate my preferences and settings are part of the OneDrive sync. I’ll just keep that. BIOS settings are saved on a stick so no problems there.
I have a txt file, where I have written most important things I need to remember in case of something goes wrong and I need to reinstall or set something up again.
So I’ll step out of the paranoia, relax and just enjoy gaming.
