I've had that setting off in my game since I started, and I'm over level 50 now. I've yet to have it turn itself on except when the game updates to a different version. Then I've had to go in and turn it back off. But that's it.
What I want is for that option to turn off only the in-game music, not the in-game radio itself. Basically all it has to be done is to make it so it disables only the in-game music, not the radio. When you start the radio it turns the in-game music too, but the radio doesn't start by itself, you have turn it on to begin with, so there is no point for that option to "disable" it too. And the in-game music is the only annoying there, not the radio.
It is pretty simple common sense.
