And this looks like a bad Steering Wheel so yeah xd
Maybe the steering wheel is faulty..
Try another USB port maybe? Try the ones on the back perhaps, maybe the front panel ones are kinda broken.
Also play around with settings.
Also, maybe your game lags, on my old gpu I had that problem when I had 400% scalling, the game didn't lag but there was delay. so maybe try lowering the game settings? :)
We know, you are running Windows 7 (64bit), so you must have at least a Dual Core CPU.
What is your processor / speed (CPU) ?
How much memory do you have?
What Video Card do you use?
Are you sure, it isn't plugged into a blue (USB 3.0) port, unless the wheel supports 3.0?
Some USB ports are only version 1.1 compliant...
What do you mean by lag, does it respond sluggish or do you have to turn the wheel larger distances, to get a response on the screen?
There are many settings that can be customized to your feel.
Cause I have Gembird Raceforce and sometimes going good, but in higher speed for ex: 90kph i almost can't control truck in ETS2
