What's the best order to get ADR?

I would go after high value cargo first, then long distance, ADR then fragile. By the time yo complete the ADR going this route you can make some really good money

I pick 1/4/2 first, as they have boost from fragile.

I'd say just pick whatever it is that you want to deliver. Personally I'm not a big fan of them "half-length cisterns" (don't know what they're called) like a gooseneck but cistern instead of container, so I leave the flammable liquids and such for last.
The only thing that I'd recommend is putting at least 1 point into fragile and high value as soon as possible to at least open these jobs up and get the XP bonus.
