I noticed that in the States years ago. Good idea.
In Australia "Left Turn On Red Permitted after Stopping" signs are starting to appear, but it's only legal at the intersections displaying the sign.
Every red light in my country means total stop.
But as Nono54Fr linked, we have a lot of green arrows!
There are exceptions but this GAME doesn't support these.
If you don't know yet there's NO consistency to the roadsigns either. Each country has their own.
But you do get to hang countless floodlights and frilly curtains on your truck!!!
Welcome to Europe.
I put it down to the game having a few omissions :)
So I wouldn't be surprised with there being inadvertent problems (bugs) introduced along with the numerous changes.
v1.15 is about to be released - perhaps it may address the 'lawlessness' some of you have been able to get away with.
Haven't tested yet whether or not SCS have done anything in v1.14 to curtail my use of the 'California Stop'.
