do you mean you want to make it less realistic? Do you want more power, or is it one of the ridiculous mods that have one of the 1000hp motors so you want to reduce it to a more realisic amount?

Having said that, I haven't seen evidence of this parameter - but I haven't looked lately either.
Any line in the engine .sii file that begins with info[ ] is merely for display purposes and has no bearing on the game, in terms of the way the truck behaves.
The sound the engine makes, comes from three other folders:
"def\vehicle\truck\truck-name\sound" which contains internal.sii and external.sii (possibly others depending on truck make)
"sound\truck\truck-name\int"
"sound\truck\truck-name\ext"
are the default folders which contain the sound files. The two .sii sound files mentioned above, point to these two folders.
In the Kenworth's case they may contain:
"sound\truck\truck-name\cat\int"
"sound\truck\truck-name\cat\ext"
instead. They'll reflect the folders specified in the internal.sii and external.sii
Sound definition files can be rather tricky so it's a good idea to study how they're written before hacking them to pieces with a scalpel :)
Incidentally, why do you want a 9ton truck with a Cummins/Cat engine to sound like a 2-stroke?
Look at the DAF Euro 6. It actually has the value. I haven't looked at the New Actros though. I find the default engines suffice for the trailers I use.
Anyway, that aside. I don't know what truck mod you use, but it is likely to be in the DEF folder somewhere. Or, you can provide a link and one of us can take a quick look perhaps. And before you begin, always keep a backup handy of the original files, in case something breaks.
