Matey!!! I use a Notebook and have no problems so wtf is wrong with you!!!
right click on your game in the steam library and select properties>local files>verify integrity of local cache. If there is something wrong with the game files that should fix it by downloading only the parts that are bad.
If that doesn't work, you might try backing up your config.cfg somewhere and then deleting the original. I believe the game will create a new config and you can set it for that notebook. If it doesn't, you still have original backed up to restore.
