Besides those three, I do also expect we'll eventually see Ireland once the UK is reworked, or perhaps alongside it. Not sure if it would be a DLC or not.
Apart from that, the only places in Europe not in the game are Ireland and Iceland. One of those or both are probably the next dlcs after Nordic Horizons. My personal guess is that they'll be bundled together, as Iceland files have already been found, and I don't think it makes sense to do Iceland before Ireland.
We don't really know what would happen next, but I think that SCS would just start mapping places outside of Europe. The asian part of Turkey is the logical next step in my opinion.
