Some of us like Iberia more than Italy, other players like Italy more than Iberia. Iberia is newer than Italy if that matters.
There is a bundle making the DLCs somewhat cheaper. Sales are frequent if you want them even cheaper. Long-term you will probably have them all anyway, if you like the game.

Don't worry, you don't have to pay for the France DLC twice. DLC's you already own will be excluded from the bundle price but you will still get the extra bundle discount of 10% or so.
Any DLC that you own you cannot purchase again, so that price is removed from any bundle that you buy.
You may find that you have time over the next month to utilise a new map DLC, which would make buying one now worthwhile.
