There are also ferries to/from Italy DLC if you have that DLC.
So you do not need any road connection.
In case of Greece you can also use ferries from Italy, as stated above.
-> if you own the Greece DLC but no other countries directly connected to it (land routes) then you drive only in Greece, or the areas you already own.
-> if there is a ferry connection (like Italy) then you can access Greece from any country you already own that connects to Italy, and use the ferry to Greece to get there.
-> if you do not own Italy or any other connecting to Greece, then yes, you can still drive in Greece, but not to Greece from other countries, and also not from Greece to other countries.
Greece is not completely isolated from base map thanks to the Trieste ferry.
Road To the Black Sea is currently the only DLC without any direct connection to base map (road or ferry). That DLC requires Going East, West Balkans or Greece for connection to base map.
Looks like its main purpose in-game is to serve as a seaport for the Adriatic Sea countries. There is one company depot (a container terminal) as well but that's it.
