All AI vehicles have several quality levels, lods, the one that spawns nearest to you is highest quality, change the factor to 2 and it will spawn further away from you which makes you see a higher quality lod form a larger distance which reduces seeing the vehicle lods change while driving, it's also a bigger strain on your hardware.
Also something else , rain factor which is the most realistic setting ? I have it at 50% and it rains all time !!!
and , is there a command that delays a speed fine so will give you some time to decrease your speed?
If by rain factor you mean the slider in the settings, default is 7%, which I find realistic enough, but it's very rare to get thunder and lightning with it, if at all

Parked is for the paked cars and trucks and traffic for the ones moving.

Rain:
g_bad_weather_factor , default is 0.07 (7% , as said above)
Most realistic? This March here in Germany it was 0.00.
Depends on how often you want to drive in the rain.
Fines:
You can turn off fines of course.
There are mods that reduce the overall possibility to get fined.
Search for "more realistic fines" in the workshop.
I am using this mod, it works well for me. But it was last updated in 2022.
So, use at own risk!
i'm lucky then i'm only set around 25% and i get thunder and lightening approx 1 in 8 rain sessions, great at night which is the only good thing about driving at night..
irl I haven't really seen rain in almost 2 months, though before that it was just about every day for 3 months, at least it felt that way :-)
Especially in ATS, when leaving a depot, I look left-right-left - nothing, pull out and BAM someone ram me from the side.
No it does not. It just changes when you see the high quality model.
There is no way at all to make them appear further away so I can see them at all earlier, not even at low-res?
It will be grate to have less rain but with violent effects (storms) ....

There is also one to change the skybox i.e. .
Just play around with it and see what it can do.
On a side note, you can also change the chance for thunderstorms with a simple mod.
