Repeated total dead ends with traffic
New to the game, this has happened three times now in two days: a traffic blockage, I reroute, and the only way out -- a long runaround -- is also blocked by a 2nd accident when I get there. Is this normal?? Can you actually wait it out, like real life sitting there for 30 minutes? I can't even back up.

go to settings, adjust a graphic setting. go back the traffic should be gone. Lower detours and random events sliders to the left.

2nd question first, NO, you can not "wait it out" .. Accidents and Detours only clear once you complete the current job.

It can be normal, if you have the Accidents and Detours slider way to the right .. In game-play options you can increase or reduce the odds of getting these events.

Alternatively, you can save the game, and then load the saved game.
A third, but slightly more complicated option is to use the Developer console, where you can remove the ai traffic with manual commands.

The only way out of it, is to do what the others said or load a previous save (auto one is best). Nope, you can't wait it out as I'm sure we all have tried to no avail.

I'm guessing this is why we don't have proper traffic accidents with tail backs because they don't clear. The emergency services don't come along and magically clear up the mess and after a bit of time be on our merry way. Always miss this aspect in this game.

Detours are the way around this but not always as one can still get stuck. No wonder why I used to barge my way around an accident so I didn't have to do a detour.

To avoid this go to the gameplay options and move the Detours slider all the way yo the left (to 0 % probability). Default probability is quite high.

Reloading older saves do not clear clear these blockages.

The scenario is that a big accident has happened further down the road blocking tall lanes in that direction. Police and fire fighters are blocking all entries forcing you to take a detour.

Unfortunately the modeled road network is not designed for these kinds if detour so many players disable it with the Detours slide.

Adjusting the slider only means you increase / decrease the possibility of a detour, not what kind of detour you are getting as there are more than one type.
I have mine on 1% and i still get the double one once in a blue moon.

For detours you have to manually find an alternative route.

For detours - which are generally identifiable by emergency vehicles blocking the road rather than just a general traffic mess which can sometimes be caused by NPVs colliding and then getting in a jam getting out of each other's way - no amount of save scumming is going to help because the 'blockage here' is set at job creation time and thus there will always be something in the same spot, although reloading from a save may help you get a different type of incident that is easier to squeeze (or barrel, in some cases) past.

I can only say what I have seen, and I have never seen 2 completely independent detour events if my slider was less than about 75% .. I'm wondering if the OP and yourself are actually seeing independent events, or just the other side of the same event, which can span a pretty sizable area depending on the location or layout of the blocked junctions.

The first one for sure not, detours are set when you accept a load and no dynamic objects (i.e. traffic). So they get reloaded with your savegame and only disappear when you finish the contract.
I'm not sure because never checked that, but due to the static nature of the detours my guess is, they also don't get affected by traffic settings. Both your workarounds only apply to dynamic events, i.e. accidents where only one lane gets blocked, construction, and police checks on the shoulder.

Correctly and I thought, perhaps wrongly, that it was a detour followed by a dynamic accident that was...
So OP was correctly about to take a detour and was met with a roadblock, not by police, but by AIs that were entangled with each other.
and that was then the dynamic accident I would pass with my methods.

Valid thought, but after 2500 hours i think i am able to spot the difference.

I switched detours off completely. They are unrealistic with the available map network. My final detour left me stuck in Venice with no way out.

By "2nd accident" do you mean "the exact same accident"? Because the game only loads 1 detour per job.

Game has been known to spawn 2 detour's per job since it's introduction albeit a rare situation.
