It can be normal, if you have the Accidents and Detours slider way to the right .. In game-play options you can increase or reduce the odds of getting these events.
A third, but slightly more complicated option is to use the Developer console, where you can remove the ai traffic with manual commands.
I'm guessing this is why we don't have proper traffic accidents with tail backs because they don't clear. The emergency services don't come along and magically clear up the mess and after a bit of time be on our merry way. Always miss this aspect in this game.
Detours are the way around this but not always as one can still get stuck. No wonder why I used to barge my way around an accident so I didn't have to do a detour.
Reloading older saves do not clear clear these blockages.
The scenario is that a big accident has happened further down the road blocking tall lanes in that direction. Police and fire fighters are blocking all entries forcing you to take a detour.
Unfortunately the modeled road network is not designed for these kinds if detour so many players disable it with the Detours slide.
Adjusting the slider only means you increase / decrease the possibility of a detour, not what kind of detour you are getting as there are more than one type.
I have mine on 1% and i still get the double one once in a blue moon.
I'm not sure because never checked that, but due to the static nature of the detours my guess is, they also don't get affected by traffic settings. Both your workarounds only apply to dynamic events, i.e. accidents where only one lane gets blocked, construction, and police checks on the shoulder.
So OP was correctly about to take a detour and was met with a roadblock, not by police, but by AIs that were entangled with each other.
and that was then the dynamic accident I would pass with my methods.
Valid thought, but after 2500 hours i think i am able to spot the difference.
By "2nd accident" do you mean "the exact same accident"? Because the game only loads 1 detour per job.
