Also, can you reproduce it on a vanilla profile (no mods ever in it)?
I suppose I could try it in a vanilla profile.
There is no perfect solution. ;)
1. AI X is going through an accelerating line.
2. AI Y tries to change lines before reaching that point.
3. ¿Left line is occupied? AI Y slows a bit down, and then change lines.
4. AI X can go safely into the road without interruption.
That sounds like a much better solution than just the car going to almost a completely stop.
I'm guessing that if the traffic behaviour were as simple as that, then it wouldn't still be a controversial issue after nearly 10 years. ;)
Another issue is traffic almost comes to a stop as it passes a police car on the hard shoulder
As a vanilla player in general I don't notice any issue me too. After a tollgate, traffic merging from right has right of way and this has been a rule since long time. If I remember it correctly, devs explained that if left as it should, merging traffic from right (mostly trucks) would pile up pretty fast blocked by other incoming traffic (mostly cars).
Vehicles on right lane that slow down when approaching other vehicles stopping on the shoulder is in the game maybe since they added road events altogether. And beware of AI when approaching a burning fuel tank trailer, they will comes to a complete stop if not allowed to change lane in time.
Vehicles that slow down when approaching a merging lane? Only if another vehicle is already merging, and often than not one of the two hit the other because both kept going ^^' But I don't own Black Sea and neither Iberia so what I wrote may not apply there : /
