Steering wheel and mouse conflict
Installed the last update and now it's unavailable to play with steering wheel and mouse. Until I press the gas pedal to it's middle position, the mouse's coursor will move down. If I press the gas pedal to the end position, the mouse's coursor will move up.
Steering wheel - Logitech Driving Force Pro
Mouse - A4Tech X7 XL-750BK

Try creating a new driver profile then take a quick drive out with it. If that works fine load back in to your current driver profile and reset all controls to default then set them up again.

Start\Stop Engine = Hat switch Right
Left+Right Blinkers = Left and Right Bumpers. (Button 4 and 5)

Wipers = X (Button 2)
Cruise Control = A (Button 0)

HUD CONTROLS
Toggle Route Advisor Mode F3 = Left Analog Stick Button 8
Route Advisor Mouse Control F1 = Right START Button 7
Route Advisor Navigation Page F5 = Left BACK Button 6
Route Advisor Diagnostics Page F7 = Hat Switch Left

(NO MOUSE REQUIERED to look left\right\FORWARD)
LOOK LEFT\RIGHT = LEFT TRIGGER\RIGHT TRIGGER

You may need to SLIDE your (Look Left+Right Axis dead zone) one third and Inverted and Centered.
Iam using a Razer Sabertooth with extra buttons under the controlor. ETS2 just the BEST!!!!!.

Actually there is a button in "controls setup", named something like "reset second controller". It is in the bottom, pressing it there will appear severeal dialog windows. I pressed OK in each of them and my problem of mouse + steering wheel was solved.

What a necro.
To answer your question though, you've got a controller like a wheel, pedals, joystick, etc set to control the mouse cursor so you'll want to deactivate that option for everything other than your keyboard and maybe an Xbox/PS controller you have configured.
