the best graphics mod atm in my opinion is Project NG Photorealistic Experience but it's a paid mod

with free mods you're probably best off with a combination of specific mods like Fael Environment, Kass Brutal Realistic Weather, frkn64 mods (see post above) etc. plus i like to add Realistic Rain by Darkcaptain and Realistic Light Effect by TheTiger on top
