How to write in chat ?

How can i write in chat in MP ? there are so many people driving like they were 6yo . how can i report them ?

Press Y to open chat

To report, click TAB, click right mouse button, select name, select Report button and select a reason

thanks but i cant click anywhere when i open the tab menu, the cursor won't show on the window. it goes BEHIND the fcking window
