Even though ETS2 doesn't use multi-cores, a lot of modern games engines do, or will in the near future. So, this means either Intel i5, i7 series, or AMD equivalents.
-A good video card with at least 2GB GDDR5. I would suggest 3, or 4GB for games other than ETS2... Such as Watch_Dogs, and others that are now requiring more VRAM @1080p and above.
AMD and Nvidia both have good, mainstream (budget) cards offerings right now, so this should not be a problem as the main emphasis is now giving consumers bang for their buck because technology and manufacturing processes are always changing for the better.
Put togther a build from various e-tailers, and let us comment on it before you order the parts.

I didn't spend much time picking stuff so just a guide really, but AMD is cheaper than Intel/nVidia route, and is fine for ets2.
Not really ideal for playing CPU heavy or new and up and coming games but just for ETS2 this would do
Meh, I don't really know what to get, because I'm trying to get a rather cheap setup, but can at least handle high to ultra settings @ 30 fps :/

One of the best setup would be based on the x4 750k + r7 270x = ~£200, you can't go lower on cpu, and it won't be wise to go lower on gpu either, it's advantageous compare to the others(cheaper/expensive), you can see it on the "pcpartpicker' site, 430W Corsair PSU would be more than enough for them(actually, even the cheapest evga("430W", too) should be enough, you would be able to overclock both cpu and gpu.
you might get 25fps at low settings with that one...
you will need a much better video card than the 240 if you want high-ultra graphics
