Also the licences are game specific so trucks licenced for ATS are not licenced for ETS2 and vice versa.
The problem with old truck is that the manufacturers might not want them in the game (if there was an ETS3 happening then we would loose a lot of old trucks like the Renault Magnum etc) and also that SCS is only actively seeking licencing for trucks that are still in production (though this might change). However the next problem with trucks not in production can be that you have to negotiate with multiple companies if the company split at some point making the licencing process longer and more expensive.
2. As above, SCS only intends on going after trucks currently in production(though this was stated on the ATS side of things, but surely still applies to ETS2). There have been older trucks added(Kenworth W900 and Peterbuilt 379 in ATS) but were on a case-by-case basis due to popular demand. Those trucks were actively in use and actively requested. Still very popular trucks to purchase in the US. I'd love a wider variety of trucks in ETS2/ATS, but licensing is a time-consuming and expensive process.
3. When ATS only had 2-3 truck brands, they made a statement similar to "We will not be focusing on tuning packs in ATS until all 7 major truck manufacturers in the US are represented in the game." At this time, they still hasn't released anything even with all 7, but I'd assume this is due to time restraints. It also doesn't help that the majority of their employees started working from home about the same time we had all 7. Maybe in the coming years.
4. As we go further East in the US, I see this being a possibility. There's quite a bit of National Guard activity in the Eastern states where military trucks are actively used to transport military equipment. I'm not sure about ETS2 though. Never been to Europe and haven't the slightest how active the military is. Wouldn't mind driving some EU-spec military equipment. I do feel that it would be a dangerous direction to take though as some might see it politically. SCS does their best to stay out of that kind of attention.
SCS wish to continue with licencing existing trucks that are available for sale in either Europe or America. While there may be a small number of American trucks in Europe owned by enthusiast owners, this doesn't translate into these trucks being widely available and there is no licencing for these trucks out of their official manufacturers markets. SCS has removed American trucks and ETS 2 trucks from the workshop for the other SCS game already due to licencing issues with manufacturers.
There is an issue with different EU and American laws regarding truck and trailer lengths. In much of Europe American trucks are only really used for recovery duty. Sweden does have a higher than average in the EU number of American trucks, but they also very often use a rigid tractor unit with a trailer for deliveries.
The armed forces in Europe don't tend to use semi style trailers, when we see a convoy of military vehicles then small rigids are far more normal.
ATS tuning DLCs are now being created by SCS - subject to licencing. They stated over a year ago that the priority was to establish all of the main American truck brands before then starting work on the tuning packs. Licencing is again required, so have some patience for this slow process.
The SCS licensed trucks are free to all that own the base game for as long as there is licencing. Tuning packs do have a financial price for players to buy.
