OP said that already. They don't get re-cut every trip, and we shouldn't have the option to do so in game either.
Basically what OP is saying is, tire wear should remain the same, and you can choose to repair anytime you want, but when you do, you should have to pay full price, giving people incentive to wait until they are more worn vs repairing each time you visit a service center. In the spirit of this "game" trying to be a "sim", I agree.
it would be more like a simulator, if even in rainy weather, worn tires had worse grip, it would be very believable
I just have a vague memory of a turn that in normal conditions would be fine but once it was raining I ended against guard rail, and while I change how I drive depending on the load, I don't do it for rain (I'm bad, I know) ^^'
