On top of the cosmetic looks the Scandinavian DLC also adds about 80 or so new trailers/cargo and introduces new companies to the game. These companies don't have the same copy and pasted layout that the rest of the game has; they're completely different, however, they are more or less the same for the countries that are added with the DLC.
If it's a map expansion for ETS2; it's worth every penny - trust me. But that's your decision to make, you can choose whether or not you want to trust what I've said.

Can i use some of those new trailers in the beggining of the main game?
The amount of hours you've put into this game is unreal, and i thought me putting 89 hours into Mad Max was a lot.
Haha, the funny thing is I purchased ETS2 on a complete whim not knowing whether or not I would even like it and look at me now with 1686 hours clocked.
As for improvements one thing that I definitely appreciate is that the roads do exactly what the signs say, there's none of those situations where a sign on the motorway will say there's two lanes and there end ups only being one. The signs in Scandinavia, if they say there's two lanes there will absolutely be two lanes. Automatic toll booths that all you need to do is drive through and it gets paid automatically with no need to stop like the tolls booths in the rest of Europe.
The cities definitely feel more like cities compared to what is in the base game, but that said they're not massive metropolitan areas. They're still relatively small but how SCS designed them they don't feel like it when you're actually driving through them.
The landscapes hm.. well, there's no snow that I can confirm for you off that bat because most people thought there would be some when it was first released, that's not the case unfortunately. But that said I'm pretty sure there's one or two mods out there somewhere that adds areas which does have snow. Mountainous roads, a lot of bridges, the landscape definitely looks great that's for sure.
Seeing people with over 1000 hours of playing time in this game I thought was insane, but having around 600 (including Retail copy and offline mode) it won't be long till I reach 1000 :P
Feels like we pay for a patch with a DLC.
But as far I understand you, the changes only apply to the new area.
No improvements for non-Scandinavia Europe?
You aren't paying for a game patch (we all get them for free), you'll be paying for access to a well detailed map expansion and the bonuses that come with it; new companies, trailers/cargo etc. If you do buy it you will see how clear it is that SCS put a lot of effort into it because all three countries feel individual to each other as opposed to feeling the same over all in general like the base game and Going East does.
Still, I have to sort some issues out with ETS2 first. Got gamepad controls finally working, but haven't found a working guide for dual screen support yet.
Scandinavia is my first DLC on my wishlist.
Btw, is there any roadmaps on what SCS gonna tackle next?
However, it seems what 1.22 will bring is a DLC which involves tyres which have varying wet grip, other properties etc. They might be preparing to introduce seasons where roads will have surfaces which might be slippy and such. Are they? No idea but I'm thinking 10 steps ahead, they wouldn't add that for nothing if you think about it. Other than giving the tyres a purpose that's all I'm aware of.
