As for where to get them, there are many mod sites such as:

Do a google search to find more sites.
Good advice, but I'll just add that it's always good to get mods from the source. I use those external sites if absolutely necessary.
Here is the link to the SCS forums mod section. All mods here are originals.

1: downlaod and extract the files
2: look for the files that end with "dot SCS"
3: copy the SCS files and place them in your Euro Truck SImulator Mod Folder.
4: after doing that, start the game and go to Mod Manager
5: Make sure to enable them by clicking a mod and hitting the right arrow to activate it.
6: Start driving!
