Also downgraded to 1.50 to try to rescue my old config from the ashes and ... well, it's gone - it no longer shows up in available layouts.
I mean, Steam Input isn't really a problem. The problem is that the default layout has changed radically and I'm stuck with it, apparently.
This is exactly what I did. Steam input works but the button mapping is completely changed. So I put back the old file of steam input to replace the current one in the game folder.
This sounds promising. Are these the vdf files in C:\Program Files (x86)\Steam\userdata\<user>\config\controller_configs\apps\227300\ ?
With all the downgrading and upgrading and trying things out, it will probably end up being faster transcribing the layout from a default somewhere... until the control scheme changes again and we're all back to square one.
(I mean, who decided to assign indicators to the D-pad?! This effectively means I need to take my hands off the wheel to indicate... I don't think I can explain that one to the police "Eh, yeah, I can't indicate because then the truck will veer off the road, y'know?")
Not there, it's in your game installation folder.
There you have the steam_input_manifest.vdf. The other one is referring to your controller.
Just downgrade to 1.50, find the two vdf files. Backup them. Go back to 1.51. Then place the files you back up.
The location you mention should be storing the layout you edit.
I get that the idea was to give you all the controls on the controller, because there are some functions that you can’t do with the old layout, but they were never needed for casual players. Please provide both the old and new layouts as Steam configurations so we can switch to which one we prefer.

I think that's just a matter of publishing the old layout to steam alongside the new one?
Perhaps someone with a working config could push it to community layouts with a unique name so it's easily found - there are already a few 1.51 layouts up there.
If I get round to it today, I'll push my config to community.
*update* Rivaldman is on the ball - fair play, this worked for me. I added a community config for Steam Controller called "1.51 Old Default Purple Monkey Dishwasher" if you want to try this out (you might have to show all and scroll to the bottom). I don't have xbox one or ps5 controllers to edit other layouts, sorry.

Have you navigated over to driving controls in the config interface? There are several different layouts for menus and so on.
:o ooooooomg, I didn't realize that there were more control sets. I happened to just see the bumpers and found the driving controls and set the shifts. I can now drive my truck again! Thanks so much!!!!!! Aaaaaaahhhh!!!!!
