i just wann ask, my pc spec is
core i5 7400
8GB Memory
GTX 1050 2gb
th question is, can i run ETS 2 latest version with high graphic ?

Your spec have more than enough to run the game, i have about half of your spec and still run fine, look good and smooth

You will be able to run it in 100% scale 1080p 60 fps in high, but not highest.

You are not able to run in high at all. I have similar specs (i5-8300H, 16GB RAM and GTX 1050 4GB VRAM) and play the game on mid to low settings to have smooth 60FPS and a performance buffer.

All settings high/ultra, but only 300% scale. If scale 400% - i have freeze

Why not take one minute and try it and the you'll know and can even report the results back to us

Some tips
Since you are using Nvidia, turn off in game vsync and set it on adaptive via Nvidia control panel. And if your monitor is 60hz, then you should lock fps to 60. You'll probably be able to play just on 100 scaling, but you can sharpen a picture via Nvidia cp as well.
