If you will downgrade engine to much, you will use more fuel. It depends on loads as well. There would be bigger difference between heavy and light loads with smaller engine.
Forgot about the fuel, I would not have a clue about fuel use for any engine size, I just drive, fill up and drive again. I don't think fuel or maintenannce costs really matter as long as you don't have accidents and damage your load.
I found that trucks in the 500-600 HP range can pull all the default and High Power DLC loads just fine, they might be more prone to slow down a little on inclines, but it doesn't seem to affect it much.
DAF and Renault both have a good truck in those ranges. Mind you, if you don't have the cabin accessories DLC, the Magnum will be a problem if you depend on GPS to drive, as neither cabin has it. I got around it by developing a shorthand on directions with the road number/name and how the ramp should look like. Worked out great and made it one of the more pleasurable trucks I spent 10,000 km in.
