Oh aye, that didn't actually cross my mind. Hm.. I looked deeper into this link in the OP and if SCS goes by the words they use literally then it's most definitely a DLC of some kind: https://steamdb.info/app/388473/info/ I agree with what you said about the layout/system already in ATS being applied to ETS2 would most likely be an update rather than a DLC itself, looking at it in writing from someone else it wouldn't make sense to have it as a DLC.
BTW, about the map expansion discussion, there is already what has been called "DLC East" and "DLC North". How would a possible Russia or Finland expansion be called? "DLC Far East" and "DLC Far North"? (Well, for sure not "PC Gamer".)
If I had to guess, I'd say it's probably some accessories and/or paint job(s).

Also a driver limit increased up to 300 staff and a difficulty mode for competition (Easy, Normal, Hard and Extreme!) as this would make the game more challenging.
There are some parts of freeway, but they change abrubtly into highways.
I'm guessing this DLC might be either a special paint pack given to people who buy that specific copy of PC Gamer or subscribe to it, or another special truck that will not be able to be bought on steam. The latter is a shame, but the former is likely nothing special IMO.
In the end of the day, I agree, expanding the map or adding in more truck brands would be awesome, but I think they'll have to finish some of the other things in the pipeline first, like the Coach DLC, last I heard they were trying to get permission from a few coach manufactures, so I guess Mercedes, Volvo and Van Hool might be companies that will show up here, at least at first (and the latter would be logical for expanding into ATS as well, as they're widely used here).
