I just have bought a Mac mini with M2 Pro and I too can't go over 30 fps even disabling every fancy thing and even putting the resolution to the lowest 720px!
The fact that you, with even a much more powerful M3 Max, can't go over 30fps is a prove of some lock somewhere.
Trying another game, though (the famous FPS Verdun), I saw the fps go up 60 fps with low settings, so it is this particular game that has something strange.
What should we do?
Quite 55-60 fps with 4K-High settings!
