1.50 Rubberbanding effect
When I update my game to 1.50 rubberband effect is back. On 1.49 version I change values of t_averaging_window_length and its work perfectly. After update game was very stutter/rubberband.

To get smooth frame time and more stable frame rate, set "t_averaging_window_length" to your desired target/lock FPS multiplied by 2. Set "t_averaging_window_duration" to your maximum monitor refresh rate. Highly advised this value is must be greater or equal than "t_averaging_window_length". You can set "t_limit_fps" as target/lock FPS, or adjust both "Refresh Rate" and enabling "Vertical Sync" options in graphics settings (not work in windowed mode).

For example:
  1. If your monitor maximum refresh rate is 60Hz, frame rate target/lock is 30 FPS:
    uset t_limit_fps "30" uset t_averaging_window_length "60" uset t_averaging_window_duration "60"
  2. If your monitor maximum refresh rate is 120Hz, frame rate target/lock is 45 FPS:
    uset t_limit_fps "45" uset t_averaging_window_length "90" uset t_averaging_window_duration "120"
  3. If your monitor maximum refresh rate is 120Hz, frame rate target/lock is 60 FPS:
    uset t_limit_fps "60" uset t_averaging_window_length "120" uset t_averaging_window_duration "120"
  4. If your monitor maximum refresh rate is 144Hz, frame rate target/lock is 60 FPS:
    uset t_limit_fps "60" uset t_averaging_window_length "120" uset t_averaging_window_duration "144"

Can also help with stuttering:

Set this in your config file
uset r_buffer_page_size "50"

Disabling FPS limit in game can remove stuttering.

i5-11400f, rtx 3060ti and 32gb RAM. On 1.49 my game runs perfectly with stable 72 fps.

Same problem here.
Tried the config suggestions. Even tried dropping all graphics settings to medium and scaling to 100%. Exactly same stuttering and lagging as when I have graphics to max.
Ran like a dream on 1.49

I can not reproduce your issue on my i7-11800H, 16GB RAM and RTX3070 Laptop GPU with settings on high. I have stable 60FPS.
So either your settings are way too high, or your issue is caused by mods.

I'm getting this problem in VR trying to run that at 90hz while my monitor is 170hz.

I'm not running it at 165FPS. I run it at 60FPS as I don't need more. Which I also wrote above already.

I was asking if your game was capable of running at 165 without rubber banding. Just to see if you could recreate it so that we can see if its a higher fps problem.

I can't exactly play VR at 60fps without throwing up on my wheel.

For that I would have to reduce a lot of my settings and I am not doing this right now. Try what is stated in comments #1 and #2.
