Yes, way back in 2014. i assume that the plans went nowhere at the time because of difficulties in implementation. However, the introduction of ownable trailers and the changes to the freight market for ownable trailers have solved any technical problems so the only real things stopping the implementation of rigid trucks is a) the will to do it by SCS and b) getting licencing for rigid chassis trucks from the manufacturers.
As far as i am aware, ALL of the truck models in the game are available in a rigid chassis configuration in real life so it it should be fairly easy to get licencing for rigid chassis versions of the existing trucks. the only question would be whether they went for a swap body configuration or not.
