Report a translation problem
There are many strategies of what is "best" order, depending on what you want to do. Read the descriptions to see what they unlock and do. Have search on YouTube.
I always start on distance so I can get trucking. Short hauls aren't all that worth it and rather annoy me. So, 2-3 points in here first isn't a bad plan.
I find that ADR generally isn't that useful, so I usually put 1 point in value, fragile and just-in-time to get access to all the special cargoes.
After that, I fill everything up in whatever order tickles my fancy. ADR can be useful if you do freight jobs, but the second you grab a trailer to do cargo jobs, you lock yourself out of much of the ADR. Liquid and corrosive ADR is no use unless you happen to use a tanker. It can be fun to use a new trailer type whenever you make a new character, but I usually stick to either freight jobs, or get a curtainsider for the versatility.
Still, once you are on the 3rd character, there's no reason to "optimise" right? Just pick whatever tickles you.
As for myself, I go for unlocking cargo and discovery/exploration of the map. No hurry with the XP or money. They come soon enough.
So first I tick one point in High Value and Fragile, a point in Long Distance (to get anywhere farther away than the next city) and a point in the ADR class containing Medicine Vaccine (a high-pay cargo).
then I continue to fill up High Value, Fragile and Long Distance as I go. Also a point in ADR every now and then.
I don't like time stress so leave Just-In-Time to when the four categories above is completely filled.
Finally the Eco Driving to spend the XP levels somewhere. I have no use of that skill since I have the "realistic Fuel Consumption" option enabled.
When I have 100k money in the back I borrow 100k money and buy a medium-level truck. I usually do Freight Market jobs.
You get the most XP out of a job if you can combine the different skills, like taking a high value fragile cargo a long distance.
Long Distance -- Each skill point increases the range as well as the payout bonus for said range.
High Value -- First skill point opens this job-type. Further skill points increase bonus.
Fragile -- First skill point opens this job-type. Further skill points increase bonus.
Just In Time -- First skill point opens "Important" job-type. Second skill point opens "Urgent" job-type. Further skill points increase bonus.
Eco Driving -- Skill points only reduce fuel consumption. No jobs opened or bonuses awarded.
Then 1 in fragile and 1 in high value
and 2 levels in time.
Then I take No. 6 in ADR and maybe one or 2 others in ADR
After that, I top up the above in a balanced way, and only at the end do I choose economic driving.
