So my advice has to assume you have done nothing.
Once you have the console active, for most keyboards, you then use the key in the top left of the keyboard.
Most of them talked abt changing that 0 to 1 and in developer also, others in other part of the files. i alr tried to press the key multiple times and still dont open.
edit, just to add, I need to press this key: ~ (some people will argue it's this ` one, but I disagree with that, though they are on the same key)
I can not open the console as well, but with the console and the developer set to 1 in the config file, there is another way to solve this.
If you want to park your trailers with flymode: have you tried to press the 0 Key below the F-keys? With that you should get "under the truck".
With the keys 8 4 2 and 6 on the "number block" and the mouse to control the height you can then fly the cam to the place you want it to be. Go down to the floor with your cam and then press esc and F9 at the same time. That should land the Truck and Trailers in the chosen place.
You just need to take care, to be really close to the floor with your cam before pressing esc and F9, or else you will damage your truck and the load and of course you need to have enough space around you, to put the truck and trailers in.
By the way: That might not work, if you want to park the trailers at their destination. If it does not work you might have to go back to a place/part of the street, that is marked red by the navigation system, let your truck and trailers down there and drive to the designated spot to park them.

*Any console command can also be achieved by editing the config file.
If you edit the config file while the game is running, the game will overwrite that config file file, makeing your changes revert.
as an update, i ve seen another video and it told me to do something different on my profille settings at the documents and now im able to acivate the console.
