There are several ways to teleport:
1: Using the driver manager move himself to another garage, thereby changing the hq to this garage.
I think this is the method @morgoth13 has used? - and that he has even moved himself to an empty space in the garage in question?
He apparently forgot that afterwards he also had to move the truck to the empty slot below him in the new hq?
2: Using fast travel, you can move yourself and your truck to other cities.
3. Using the Dev console you can teleport yourself and the truck to anywhere on the map.
@morgoth13: Notice the differences in the 3 teleport methods, only with methods 2 and 3 you automatically get the truck with you.
To achieve what you wished, you need to first switch yourself to the new garage (driver manager). When switching your character to a new garage you either need to select a free truck from this garage (mission accomplished in your case) or put your character into a free and empty space of the new garage.
@Briannospam is right, since it sent me to my assigned garage after switching, I realized I needed to be assigned to the new garage. This put me in the right place but doesn't bring the truck along with me. I didn't remember that by changing to it the new truck got reassigned to the garage I was assigned to at the time because everything is based around the garage slots.
The least awkward solution seems to be to drive there, and then reassign yourself to the garage you're now sitting in, and then change to the truck. I'm not sure if that will send the truck you were driving back to its original garage or put it in the new one, but switching those around later as needed isn't as much of an issue. The part where I temporarily ended up at the other end of the continent was what annoyed me.
Using it, you can place yourself and your truck exactly where you want, anywhere on the map... even off-road, but it will be at serious risk of falling through the map.

However, you should be aware that it is no longer enough to just press F9 to teleport... Now you have to press CTRL+F9
Furthermore, it is not possible to teleport while doing a WoT job.
