100% Discovery Achievement
Does this just mean every city, or does this mean literally every road, including parking lots and gas stations?

Everything. Every road, every hotel, every gas station, every company. Deactivate all map DLC and do it on the base map. Even then you will need a 2 months break from ETS2.

Oh nooo, that sounds terrible.... Welp, thanks for the reply. Also, disabling the DLC is a really good idea, thanks!

If you want to get this a very easy way, use the map editor, create a road, load and test drive.

Better get discovering. Every company in every city. If it's gray on the map, it's not discovered. You can also use the Workshop mod "Gray to Pink", which shows undiscovered parts of the map. And, you can browse by country to see overall completion.

I just got back into ETS2 for the first time since 2016 and I just bought the map pack DLCs released since then. I have a new PC and decided not to transfer my ETS saves, so I started with a fresh profile. There's so much map now... lol

In which case I would simply ignore the achievement and enjoy driving across the map. I dread to think how many hours it would take to discover the whole of the official map area starting from nothing and that therefore becomes a very daunting task. It requires enough hours just to complete each DLC as it lands (I'm still not quite there for the West Balkans but I do make life difficult for myself by placing additional restrictions and by getting there for ATS too).

It can certainly be done, as I recently completed 100% of all the map. Using two "undiscovered roads" mods helped, plus putting many hours of driving in.
I completed the base map when I first got ETS2, before there were any DLC maps, and tried to get 100% of each DLC map as they came out.
Starting now with all the DLC maps would be a very big task.
