But...
I. Was. Wrong.
Go to:
C:\SteamLibrary\steamapps\common\Euro Truck Simulator 2\bin\win_x64\eurotrucks2.exe
Right-click the .exe file and select "run as administrator" in the dialogue box. You will have to confirm this command every time you run the game.
You should look carefully at what anti-virus you are using, if you are running Windows 10, then Windows Defender will always be activated and running.
If you bought a pre-built PC it may have a third-party A/V program installed by the builder. Google how to make exceptions for programs in Defender, so it does not block ETS2.
The error is usually always related to anti-virus programs.
