If you have any antivirus, try putting ets2.exe in the exclusion list.

If you use OneDrive, try disabling it.

That is generally a problem with your antivirus program. You have to make the game files (better: the whole Steam folder) an exception in your antivirus program. As this is different for every antivirus program please use a search engine to find out how to do it for yours.

Yes, you do. At least Windows defender.

That won't do anything in this case.

Try running the game as an administrator.
Go to:
C:\SteamLibrary\steamapps\common\Euro Truck Simulator 2\bin\win_x64\eurotrucks2.exe
Right-click the .exe file and select "run as administrator" in the dialogue box. You will have to confirm this command every time you run the game.
You should look carefully at what anti-virus you are using, if you are running Windows 10, then Windows Defender will always be activated and running.
If you bought a pre-built PC it may have a third-party A/V program installed by the builder. Google how to make exceptions for programs in Defender, so it does not block ETS2.
The error is usually always related to anti-virus programs.
