The DLC was not added, the scan was not added in quick orders and nothing (error) was even assigned to the account in the account details

why can't I delete it bt try adding it again?

You need to sleep 3 or 4 times, it does not appear instantly in the game. It should automatically download and install in Steam, if it doesn't, clear the Steam cache and re-start Steam.

My game version (seen in the screen where you choose your profile) is 1.50.2.3s - and the truck is in the game, I did not get the dlc manually it is just there. As said try sleeping a few times so that the jobs get updated. And the truck is only in the QuickJobs available. You should easily find it as the jobs with it are marked with a blue flash.
