Report a translation problem
If doing a World of Trucks contract, then no. The speed limiter is hardcoded there as those contracts are from a shared pool for all players. It wouldn't be fair if you could cheat your way into doing the contracts faster and taking the contracts from others who play fair.
1. Go to Options -> Gameplay.
2. Scroll down to Truck Settings.
3. Find the Truck Speed Limiter checkbox.
4. Uncheck to disable or Check to enable.
Note that, as Cathulhu wrote, the limiter is enforced when doing jobs from the External Contracts and External Market. if you want to drive faster than 90 km/h, do not take external jobs.
There is probably a parameter in the config files somewhere, but it is recommended (and much easier) to make changes in the game UI.
