You can go to the game propperties section in steam, hit the beta program and use an older ets2 version that you liked at that time.
From what I have been told and worked out for myself, the original version used the normal horn on every lorry and this was via the air horn key. Since the update the normal horn is a different key and the air horn key only relates to an additional air horn upgrade. I added air horns to the roof of my Volvo and now the air horn key works for that lorry. For all other lorries without air horns on the roof, the normal horn key works fine and the air horn key does nothing.
Hopefully I have that correct. I remapped the normal horn key to me game pad and now use that most of the time.
You are incorrect in a couple of things.
Before the update, the horn and the air horn have always been on separate key; H for normal horn, N for air horn.
Before the update, there was no need to ADD air horns... they were always there by default.
