Report a translation problem
Start a new, unmodded, vanilla profile
(you can have as many as you want) and test the game. If it does not crash, it's most likely your mods causing the problem. You need to test and check every mod individually to see which one is at at fault. Add them one at a time testing each one until a crash occurs. Look at the errors in the log for outdated mods and remove them from the list to test.
You need to do this yourself, as nobody can analyse your mods or the game.log.txt file accurately.
The problems are all due to your mods, the game will run absolutely perfectly with every city in every DLC map discovered, and with every garage and all drivers available working,
I know this because I am currently working towards 100% map discovery and have only three countries that are not 100%. I have never had any mods installed apart from the undiscovered roads mod, which does not cause problems, no matter what version.

It is right on the launch screen every time you start the game, when you run mods.

Mods are unsupported by SCS, they are entirely your responsibility.
Mod authors do not always maintain mods and keep them up to date.
Any new game update has the potential to break every mod.
Workshop mods and third-party mods have NO guarantee of working, either on their own or with other mods.
Mods can affect the game in unintended ways causing problems not related to the mod. itself.
If you can not reproduce it on a vanilla profile then it is not a game issue. Issues on modded profiles are a you issue and not anything SCS has to deal with.
