Much depends on mods quality too, I had to remove JRL Scania mod coz it was dragging my fps down to 20-30 for some unknown reason

Examples of such games: ETS2 (base game), ATS (base game), Spintires, Sims 3 and 4 (base games), Fallout 3/NV/4, Train Simulator DLCs gets scenarios mostly only from workshop mods and many more I can't really remember
Ultimately let it depend on what performance you'd consider acceptable. Mods may lower FPS and raise load time, but it's your call. :)
Sadly many devs and publishers chose the easy way selling almost empty games and put moding support to it, Spintires is one of the best examples of this practice where publishers sold an empty early access game and nearly pulled the plug on it.
Giving you the possibility to personalize your game is one thing, but giving you a lackluster of an empty base game is another
except the fact that the cabin can be bland even with the cabin accesoires pack but I can't imagine a lot of people actually wanting to super decorate their cabins like I do.
