Do you need France DLC for Iberian Peninsula

Is it needed to have the France DLC before you can use the Ibarian Panisula? Because You need to cross Italy or France to get there.

If you want to be able to travel long-distance to Iberia, you will probably also need the French DLC.
But without the French DLC you will probably still be able to buy garages in Iberia, and then travel to them either by switching headquarters or with consol teleport.
- Maybe also with fast travel? - I do not know.

No. You can drive within Iberia but not drive to it - you can buy a garage there and fast travel to it.

Like the baltic sea expansion they will probably add ferry routes to UK and France for people without mainland expansions.

It's not necessary. They opened Madrid to fast travel and added a sea crossing from Plymouth (UK) to Bilbo (ES) and Santander (ES)
