Which does not help; I am looking to set this to as realistic a value as possible. But I'm no 7 figure driver, which is why I ask.
This right here. Scaling makes the detour feature...not well thought out to put it nicely.
But when it comes to detours, I have set the slider to 0 for 2 reasons:
1: As others have also mentioned: Due to scaling there is a lack of small roads for short detours, I doubt that in real life you would have to drive detours of over a hundred km detour.
2: I have never in real life experienced a detour due to an accident... But of course I know well from news media that such a thing can occur.
But it surely happens very rarely that the same person will experience several such detours in his life?
Totally agree with you on that, and I'd like to add that irl sudden road blocks are usually handled quickly, not like in game where they never dissapear, you won't get a detour for them unless there's no other way, but then it will be dealt with by the authorities giving directions (through signs over the road).
And with planned roadwork there will be signs to follow, at least where I live you'll see signs like follow A and then you'll have arrows with the letter A all the way through 'till you're back on the highway again.

The detours are easier in Ats `cause you can drive on the shoulder and even off the road many places to drive around it, while in Ets you are stuck and have to drive several miles extra.
Don't sneak by the first police block (even if it easy). Do not be at the big accident at all. Or set the detour slider to 0%. You are not making a detour anyway.
I used to work for Tollpost Globe back in the 90`s and as long as you did two things right, they could care less about how you did them.
!. Deliver on time.
2. Deliver the goods unharmed.
So if i see a way to pass a detour without having to drive for "4" hours extra that does not harm the goods, i`ll take it.
I have a 60 mile round trip commute to work via an interstate highway. In the 15 years I have been driving this route, there's been about 4 times when a portion of the highway was closed and we were instructed to take the exit ramp and make one's way through the hills and rural country to get back on at the next exit. It adds about 10 miles to the trip.
