Make sure your GFX card drivers are up to date, as well as Windows itself.
Cap the frame rate @60fps in Nvidia control panel, go to "manage 3D settings" . "program settings" . select ETS2 . "max frame rate" set to "60fps" Also cap the "background application frame rate" to 60fps.

Don't have the scaling set too high, start at 100% and if required, turn it up in steps. It may not need scaling up at all, but at 400% trying to run @4k resolution isn't a good idea (0r necessary) Turn SSAO off and reduce the number of mirrors, and lower their quality and distance, each of them renders the view individually and stresses the GFX card.

Install an M2 NVme drive exclusively for your Steam library storage, the data transfer rate is so much higher than SATA SSD, there are no lags when the game needs to load in assets.
Don't run any programs while the game is running, and check in Windows task manager that there are no hidden programs that will steal CPU cycles or screen focus. Problem programs are browsers, Internet chat and discord servers.

Mods will cause unexpected problems, and, if you use them, they are your responsibility.
Mods of any kind can slow down your PC, try starting a new, unmodded, vanilla profile and testing the game, you can have as many as you want without losing your current profile.

I can absolutely confirm that running a profile with no mods whatsoever, that an RTX 3060 12 Gb card at high/ultra GFX settings, 150% scaling and SSAO on full, will still run ETS2 with all map DLC @ 60 fps without any frame drops at all, anywhere, confirmed by Riva Statistics running in-game showing CPU, GPU usage, temps and memory use.

High fps are not needed in this game, you're driving a truck @ 90 km/h, not gunning down enemies in a first person shooter. All you need is smooth game-play that looks nice.

I had to make a video for someone that didn't think that could happen, so if you want an example, have a look here:
