I think this "mechianic" should be more clear when you buy an used truck and hire someone to drive it, but also it doesn't make much sense in the first place since you end up losing a ton of money, so I really hope it's a bug or an oversight that will be fixed soon.
Sooner or later the hired driver's trucks got too much "permanent wear" that the player either have to replace them or do a total restoration of them anyway. Even if the truck was bought brand new.
If the player does not do this, the hired driver will do it (at the company's expense, just like regular maintenance/repair). They are programmed to keep their trucks in good condition.
I am not a trucking company owner myself (IRL() but I believe that weared-out trucks are regularly replaced by ones in better condition.
So far I've only seen people saying something when it's one or two trucks, but I can easily imagine a scenario where a player gets a loan, gets a few garage(s) (slots) and fills them up with the cheapest used trucks and hired drivers.
Then plays the game for a bit thinking everything is fine and the next day they are in a debt of a couple of million :-)
edit:, but I agree it's the player/owner that should decide when trucks get repaired, or a system where the hired driver can do certain repairs to keep it going or get it back to base where he/she will just stop working 'till it's fixed, etc,... but that requires a lot of changes to the core game that I'm not sure SCS can handle.
We'll see how SCS solves it to relive the player from micromanaging hundreds of hired drivers/trucks and at the same time avoiding negative surprises.
Currently in-game I see only the mileage and star rating of the trucks I am not currently using myself, not the detailed break-down of the tear and damage.
Or perhaps this will be a new reality that will put a stop to an endless grind and make players' truck companies constantly deal with huge expenses here and then? We're about to see
IRL a hired driver with company truck will not run repairs without the company's permission. Ask any driver what happens if one day they come to the office and go, "Hey boss, I sent the truck for repair without consultion you, here's a 200k bill for it..."

There is no such company that keeps all their trucks in tip top shape, more often than not, they just do the absolute bare minimmum repairs to keep the vehicles running, and legal.
