Low/high textures and models pop-in

Is there any way to force the game to always use the high quality models? It's so annoying seeing people and cars change quality level all the time.

Excellent, thanks. As I understand, object total pop in fix just isn't possible, but upping these fixes the annoying in-your-face detail changes. Thank you.
