From 1809 to 1813, during the "Napoleonic interlude", Ljubljana (as Laybach) was the capital of the Illyrian Provinces.[38][61] In 1813, the city returned to Austria and from 1815 to 1849 was the administrative centre of the Kingdom of Illyria in the Austrian Empire.[62] In 1821, it hosted the Congress of Laibach, which fixed European political borders for that period.[63][64]
Stating your hardware specs would help.
Then maybe we should start calling Istanbul, Constantinople. Seriously, I'm all for stopping confusing people unnecessarily. All you have to do, is to open Google Maps in Germany and you will notice that neither Leibach nor Neusatz is shown on the map.
similarly, Austria's capital, Wien is Vienna in English
Whops. Sorry xd i forgot that my game was in german ^^

As for the comparison, I can and I do. It's the same base of comparison between all previous DLC, both Iberia and Scandinavia (and scandinavia was arguably the most detailed one) were far more detailed than the Base map, and yet performance did not get hit that significantly either.
Creating such a huge discrepancy betwee two DLC's of the same title is just a great way to lock out old users from new DLC. It's terrible for business. Every current owner of the title should be expected to be able to run all conten for it at the same standards. A dlc is not exactly a brand new title where they can set new standards. Because if your theory is true, then everyone with a PC like mine of below that play every other DLC just fine, will no longet buy further map expansions. That does not make much sense to me tbh...
