Game tends to slow down and speed up constantly
I get this in this game. Several times, the game feels like it slows down then speeds up, like jerky gameplay. Sometimes I can just be driving in a straight line and it'll feel natural. Yet I'm not really seeing an FPS issue (as in, it's not studdering). It feels like server lag, yet I'm not playing online.

This issue is problematic around sharp turns, sometimes forcing me to autocorrect.
EDIT: Just wanted to add, I've seen this with no mods. All I have is this 'TSM Map 5' thingy. But when I started playing the game, I've seen this issue.

Specs;
OS: Windows 7 x64 SP1
CPU: AMD FX 4350
GPU: EVGA NVidia Geforce GTX 750 Ti
RAM: 8 GB
Resolution: 1024x768 (I have a dual monitor setup)

I have everything on Ultra. I have "Scaling"(whatever this does) at 100%.

Wait. Where did I said "especially when I use turn lights"? It happens everywhere. Just, I mostly see it when going around corners.
I did some research, and was told to turn off FLAA in the game (since I have a Nvidia card, it won't work with it). But it still happens even without it.

You should mention what screen resolution you use too , when posting details.
I presume you are using typical HD screen resolution.

Aside from that, that system I'd class as a medium grade gaming PC and that
the video card you have, FOR THIS game, is the weakest link as this game is extremely GPU
intensive and far less CPU intensive than many PC games.

You are probably suffering from texture load issues causing 'lag' or what I call
stutters. This could be just something simple as a hard drive issue, with slow occasional reads. It could be something in the background occasionally is causing your system
to do too much disk activity in addition to doing just the game file read functions.
examples, windows is invoking something on a schedule, Norton Antivirus doing what it does, which is hose system performance. I'd start there as a suspect looking for background tasks causing a issue while playing the game.

2nd, that vid card is pretty low end on the PC gaming graphic list. I know, it is better
than built in Intel solutions on motherboard, yes. I would not expect this game to run well
with all the settings maxed as you have said. I would suggest turning things down some.
It is a fine card as one realizes its limitations and doesn't try to do more in settings than one should.. as in it is lower end it is not a GTX770 or better.

For this game to run a consistent 60 FPS with all settings maxed at 100 percent scaling assuming at typical HD screen res, one would want at a minimum, GTX580, GTX660, GTX680 GTX770 class cards which, depending on the bench one uses, are roughly in the same ballpark. Again, depends on the bench, game, one uses. A 750 TI is no where near any of those.


Shadows can be a issue for cards that dobnt' have a lot of power, you might start there.
MLAA in the game is poorly done and hits the GPU HARD. You can try disabling that.

Scaling , you said you have at 100 percent. That is the default and I'd leave it there but if you are desperate and nothing else you do that I hinted at above, you could try lowering that.

Scaling is VERY GPU intensive and only those with serious GPU iron dare go above 100 percent. I mean by that a GTX 580 class or better at a typical minimum. It makes the game
much prettier in that it works to remove the jaggies (aliasing) very well. But at extreme cost in FPS unless you have the system that can handle.

On my i7 2600k @ 4.3Ghz w GTX 580 running a overclock of about 20 percent
I see in game at 1920x1200 , all graphics in game maxed, and at 400 percent scaling..
35 to 45 FPS typical. In some towns it can dip to 25ish on occasion. I put up with it.
I did have to disable in game MLAA to achieve that as it had a massive impact, 10 FPS less with that enabled.
At 100 percent scaling and in game MLAA enabled, 55 to 60 FPS steady.

EDIT. I should add the game here with 100 percent scaling typically eats up 1.3 GBytes of my cards 1.5Gigabytes VRAM. At 400 percent scaling it
is usually at 1.4 plus gigabytes memory usage.
This game LIKES VRAM.
I do not know how much VRAM a 750TI has but that could be a issue too.

I do not mind 35 to 45FPS in a game like this. It is a comprise for me , and yes, would prefer closer to 60 but I want scaling for eye candy and that more than makes up for loss of FPS here. To fix it, it would cost me at least 650 dollars for a GTX 780TI. Not worth it , yet.

So, hopefully that gives you some ideas of what to look at, try lowering some settings and take notes.

Turn off HDR, and SSAO, and lower all the GFX settings, that GTX750 isn't up to running two monitors at ultra settings.
Try a new, unmodded profile with lower GFX settings and test it again. Your current profile will be unaffected.
