how to turn it off and on depends on how you have your setup for how you on your keyboard or what ever you drive with.
You can turn it on and off in your profile in the control setup. So it does not use, or you can choose to use gear boxes in your truck does not have a retarder You can see if your transmission has it by standing an R at the end.
Look in the game options under keyboard controls to see what keys you should press to enable/disable it. You may need to press the disable key a few times to completely turn it off if it was on all the way.
In some cockpits when you turn it on you can see the lever move beside the steering wheel as it changes level, just like the windshield wiper lever in a car. In others I think it's just a knob on the dash and harder to spot.
The retarder is a lever type function. The longer you hold the key down the more the lever activates. The game has another key binding that works in reverse, until the lever is to the off position. You'll need to check your key bindings to see what your keys are set to.
As to what it does, it does the same thing as an exhaust brake. And it's pretty much useless in this game since this game has no real grades in it (the time acceleration roads are a factor as well, in Real Life you actually drive in straight lines for longer than 5 seconds at a time; sometimes even hours at a time....)The retarder would be most useful for going down Steep Grades, since you wouldn't have to hold it down, like you have to do with the exhaust brake. Also, the engine doesn't die/stall out with the Retarder, when the RPM's get too low.
You can avoid the retarder altogether by downgrading the transmission. or never upgrading to a trans that has a -R at the end of it. Cheaper, too...
