If you bought dlc for the game then you get a steam key which you can register on steam.
If you "bought" them at some shady site wich gives you the files directly.....then....no one can help you with that.
Try to get your money back (though chances are basically zero for that) and get rid of what you downloaded. Make a virus check because that stuff might be filled with malware.
Take it as a lesson: Buy your stuff from Steam or from Humble Bundle or Green Man Gaming. If any site offers you anything to a price that is way lower to what it costs on Steam then it is very likely either pirated content, a scam or a illegal key.
There are 2 options that you can have the DLC.
1) You let your friend log in to your Steam account to activate the DLC for you
2) Your friend gave you a key to activate the DLC on Steam
If you haven't done the above, I don't think you've actually bought the DLC.
Letting someone else log in to your steam account is a bad idea every day in the week.

You have it wrong, the only possbile ways are
a) you get a key for steam
b) your friend is using the steam gift option to gift stuff to you (restrictions may apply)
Everyone who gives out his account info to others is dumb as hell.
Yeahh....congratulations, you got scammed.
But I would say your "friend" scammed you. Try to get your money back though I am pretty sure they are probably not going to react to anything from you.
But as for what you apparently got: Sorry, but no support here for any kind of pirated content.
He gave you pirated content and took your money. Who was this "friend" so we can have them banned?
I used a wrong word "option" cos that is not a legit option to buy DLC. Maybe "scenario" ...
